How does this NCP affect me and my property?

Until such time as the West Clayton Neighborhood Concept Plan (“NCP”) process is completed, essentially all subdivisions and land development in the proposed NCP area are at a standstill and cannot proceed.

Once the NCP is approved by City Council (assuming the City grants such approval), development of land will proceed.

If you are an owner who does not wish to sell or develop your property, or whose property cannot for other reasons be developed, you can anticipate seeing development and construction take place around you as other properties are developed.

In addition, as the NCP process proceeds, you are likely to see the fair market value of your property increase.  Specifically, as the time it will take to reach the final NCP approval by the City diminishes, the market value of your property will increase.  So, for example, if the market value is $500,000 per acre for property which is not developable and has not had an NCP process started, and the market value is $1 million/acre for property which is able to be developed and is part of an approved NCP, then as the NCP process moves along the market value of your property is likely to move along the spectrum as well toward the final developable value (whatever that might be).
