How does a Neighborhood Concept Plan Proposal process work? What’s next?
Neighborhood Concept Plans (“NCP’s”) are one of several types of secondary land use plans that supplement the Official Community Plan. Secondary plans provide detailed neighborhood-level land use planning for developing areas throughout the City of Surrey.
NCP’s, once completed, provide detailed land use, road layout concept, servicing, financing, and urban design information for the area covered.
The planning process seeks to engage a broad range of stakeholders in the process, including residents and other landowners, community groups, and development interests.
On February 28, 2011 City Council approved the Terms of Reference for the preparation of an NCP for each of Area #1 and Area #2 in the West Clayton neighborhood.
In May 2011, the City held the first Public Open House and selected a Citizen’s Advisory Committee (“CAC”) to work with the City to develop the NCP. All landowners, residents and other affected persons are welcome to bring their ideas and concerns forward to City of Surrey staff, or to members of the CAC.
The next step for the City is to hire an engineering consultant, and to work with the CAC and other stakeholders to develop Draft Land Use Options. This is scheduled to take place in the Summer of this year, with a second Public Open House then to be held in the Fall of 2011 to present the Draft Land Use Options.
The City will then take a number of months to consider the input it receives on the different plan options, and anticipates that it will be able to present at a third Public Open House (in the Spring or Summer of 2012) the Preferred Land Use Concept.
Then in mid to late 2012, a final Stage 1 Report will be presented to City Council for approval. If Council approves the Stage 1 Report, Stage 2 is initiated to resolve any outstanding issues from Stage 1, and expand upon, add to, and finalize Stage 1 policies and guidelines. In addition, detailed servicing, phasing, and financing strategies are prepared.
The Final Plan is then reviewed internally and with stakeholders, and the fourth and final Public Open House is held to present the proposed final plan.
After this last Public Open House, the final and complete NCP report is presented to Council for approval.
